How do country packs work?

18 countries are modelled as country packs. A pack sets the tax system and rates, e-invoicing rules, payroll contributions, hotel guest registration, weekend days and the fiscal year for the country a business signs up in. The pack is stamped onto the account at signup, so a later rate change never rewrites historical documents. A country that is not modelled falls back to a neutral pack that says so, rather than inventing defaults.
